Just seeing how utterly old the last release is ... does this work in the newest Windows 8.1? Or has this project been abandoned?

Got it running on Win8 here.
I had more problems to find a driver for my Logitech webcam less older than Freetrack.  ^^

Same here, the only issue i have is when clicking start it wants to close my free track program 2 times in a row and it resets my cam settings.
